The California Public Utilities Commission (CPUC):
The CPUC is constitutional agency, which as required by law, is headquartered in San Francisco.
The CPUC is responsible for regulating the rates, service, water quality, and operational safety of all investor-owned water utilities (water systems owned by cities, water districts and mutual water companies are self-regulated). As a regulatory body, the CPUC balances the customers' need for safe, reliable, and reasonably priced water services with the expectation of the utility shareholders for a fair and reasonable rate of return on their investment in utility infrastructure.
