The California Public Utilities Commission (CPUC) recently required SJWC and other large water utilities to implement a tiered rate structure for residential water customers. Tiered or increasing “block” rates have been shown to provide an incentive for customers to use water more efficiently which may result in lower water consumption and a lower bill. A customer may experience a higher bill in the summer because the cost per unit will increase with more water usage. In the winter, the bill will be lower because the usage of water will be less. So seasonally you may notice a difference.
