San Jose Water Company's rates are set by an independent third party, the California Public Utilities Commission (CPUC). The CPUC's mission is to protect utility customers and to make sure that the rates charged by all utilities are fair and reasonable. The CPUC also ensures that all necessary improvements are made to the water system and that the system is operated efficiently. The water rates charged by San Jose Water Company are based upon "cost of service," which means that the majority of every dollar our customers pay goes directly to system operations.
